Sometimes, eBay will not allow you to list an item or perform other tasks if they need to you update your automatic billing method.
To add or edit your automatic payment method,
Click Account Settings, then
Under Personal Info, select Business Info
On the next page, under Financial Information, click Edit for Automatic Payment method:
