eBay Business Policies are saved shipping, return and payment settings that you build once and reuse on many eBay listings. In 3Dsellers, the Business Policies page lets you create, edit, copy and delete them for your eBay accounts. You then apply them to listings one by one, in bulk, when you publish, or from a CSV file.
⚠️ Check this before you click Update in Set Policies. The Change policies dialog opens with all three policy lists already filled in and no Don't change box ticked. Tick Don't change next to every policy you want to keep. A policy you leave unticked can be replaced by the policy shown in its list on every selected listing.

Where do I find eBay Business Policies in 3Dsellers?
The eBay Business Policies page in 3Dsellers is in the left menu under Listings & Products > Listings Manager > Business Policies. It works for eBay only and lists your shipping, return and payment policies. The Marketplace column shows the marketplace each policy belongs to, for example Ebay US.
Create Policy (1) opens a menu for a new policy.
Bulk Actions (2) is greyed out until you tick at least one policy.
Sync Business Policies (3) re-syncs your policies from eBay.
The All, Shipping, Return and Payment tabs sit above the list.
Each row shows the policy Name, Type, Description, Marketplace and ID. The pencil icon edits the policy and the trash icon deletes it.
How do I create a Business Policy?
To create an eBay Business Policy in 3Dsellers, click Create Policy and choose the type of policy from the menu.

How do I build a shipping policy?
A shipping policy for eBay in 3Dsellers holds your domestic and international shipping, your handling time and your excluded shipping locations.
On the Business Policies page, click Create Policy and choose Shipping. The Create shipping policy dialog opens.
Type a name in Policy name (1). The name is required and can have up to 64 characters. Policy description is optional.
In Domestic shipping (2), choose a Cost type. The default is Flat: same cost to all buyers.
With Flat, pick a service in Select shipping service, then enter an amount under Cost and under Each additional item, or tick Free Shipping.
Choose a Handling time in Select handling time. No handling time is preselected.
In International shipping (3), choose a Cost type if you ship abroad. It starts at No international shipping.
Click Save. Creating a policy makes it available for use on your listings.
The International shipping section appears when the domestic cost type is Flat or Calculated. With a Flat domestic cost type, Shipping preferences holds Sell globally, ship domestically with the eBay Global Shipping Program and Apply domestic shipping rate table.

Which shipping Cost type should I choose?
The Domestic Cost type in a 3Dsellers eBay shipping policy decides how you charge for shipping. The screenshot is from an eBay Motors account, whose list offers three choices.

Calculated: Cost varies by buyer location | The cost depends on where the buyer lives. 3Dsellers offers it when the eBay site has calculated shipping services, so you may not see it. |

The Handling time list offers Same business day, 1 business day, and 2, 3, 4, 5, 10, 15, 20 and 30 business days.
How do I exclude shipping locations in a shipping policy?
An exclusion list in a 3Dsellers eBay shipping policy names the places you do not ship to. For your whole eBay account, see How to exclude shipping locations on eBay listings.
In the Create shipping policy dialog, scroll down to Excluded shipping locations. It reads No locations are excluded. until you add a list.
Click Create exclusion list. Once a list exists, the link reads Edit exclusion list.
The Exclude shipping locations dialog opens with two parts.
Domestic has the tick boxes Alaska/Hawaii, US Protectorates and APO/FPO.
International lists regions, with [Show All Countries] to pick single countries. If the policy has no international shipping, it reads Your current policy doesn’t allow international shipping.
Choose your locations and click Save in the Exclude shipping locations dialog. If the Create shipping policy dialog is still open, click its Save button to create the policy.
How do I copy Business Policies to another eBay account?
3Dsellers copies eBay Business Policies to the eBay accounts you choose from the 3Dsellers Business Policies page. It copies the rows you tick.
On the Business Policies page, tick the box (1) next to each policy you want to copy.
Click Bulk Actions (2). It is greyed out until a policy is ticked. The menu offers Copy Polices and Delete Policies.
Click Copy Polices. The Copy Policies dialog asks which sellers to copy the policies to.
Open Select seller and choose one or more of your eBay accounts.
Click Save. It stays greyed out until you choose a seller.
Select seller lists your eBay accounts.
How do I apply Business Policies to my eBay listings?
3Dsellers applies eBay Business Policies to your listings in five ways.
One listing: the Shipping and Policies section of the listing editor.
Many listings: Bulk Actions > Pricing & Policies > Set Policies on the listings grid.
Catalog products: Set Policies in the Product Catalog.
Drafts you publish: the Publish to channel dialog.
A spreadsheet: the CSV columns PolicyPayment, PolicyShipping and PolicyReturn.
How do I change the policies on one eBay listing?
The listing editor in 3Dsellers has a Shipping and Policies section with a Business Policies: block. These labels are from the editor's Old View.
Choose a policy in each of Payment Profile, Shipping Profile and Return Policy.
Click Create new beside Shipping Profile to make a shipping policy from the listing. 3Dsellers selects the new policy for you. Create new appears beside Shipping Profile only, so build payment and return policies on the Business Policies page.
How do I change the policies on many eBay listings at once?
Set Policies on the 3Dsellers listings grid applies the policies you choose to every listing you select.
Go to Listings & Products > Listings Segments, open a segment such as Active, and tick the listings you want to change.
Click Bulk Actions (1).
Type Set Policies in the search box, or open Pricing & Policies, and click Set Policies. The Change policies dialog opens.
Then fill in the Change policies dialog:
Choose a policy in Shipping policy, Return policy and Payment profile. The three lists open already filled in.
Tick Don't change next to every policy you want to keep as it is. The first of the three boxes is marked (1).
Click Update (2).
Do not skip the Don't change tick. A policy whose box is not ticked can be replaced by the policy shown in its list on every selected listing.
How do I apply policies from the Product Catalog, when publishing, or from a CSV file?
Product Catalog: Set Policies has an eBay account list, the same three policy lists, and the buttons Cancel, Update and Update & Revise.
Publishing: the Publish to channel dialog shows Policies: with Use draft business policies. as the default, or Use other policies:.
CSV file: enter each policy ID from the ID column of the Business Policies page in the columns PolicyPayment, PolicyShipping and PolicyReturn. See Edit eBay Business Policies - Bulk Actions & CSV.
How do I edit or delete a Business Policy?
Edit an eBay Business Policy: click the pencil icon in the Actions column of the 3Dsellers Business Policies page. The policy opens in the same dialog used to create it.
Delete one policy: click the trash icon. 3Dsellers asks Are you sure you want to delete "policy name" policy? Click Yes to delete it.
Delete several policies: tick them, click Bulk Actions and choose Delete Policies. 3Dsellers warns that this will permanently delete them. Click Yes, delete to continue.

Troubleshooting
Bulk Actions is greyed out on the Business Policies page
Bulk Actions on the 3Dsellers Business Policies page stays greyed out until you tick the box next to at least one policy.
Save is greyed out in the Copy Policies dialog
Save in the Copy Policies dialog stays greyed out until you choose a seller. Open Select seller and choose at least one eBay account.
I don't see Calculated in the Cost type list
The shipping policy in 3Dsellers leaves Calculated: Cost varies by buyer location out of the list when the eBay site has no calculated shipping services. Choose Flat: same cost to all buyers instead.
A policy I created on eBay is missing in 3Dsellers
Click Sync Business Policies on the Business Policies page to re-sync your eBay policies, then check the list again. See eBay Business Policies (Shipping, Payment, Returns): How They Work.
3Dsellers says I have not opted in to eBay's Business Policies
3Dsellers shows You have not opted-in to eBay's Business Policies in the listing editor and bulk policy dialogs when the eBay account has not opted in. When you create a policy, the red error message can include Opt-In Now. Use it, or opt in on eBay, then try again.
My shipping policy does not save
If Save fails in the 3Dsellers policy dialog, 3Dsellers reopens its sections. When eBay rejects the policy, it shows eBay's message in a red box. Correct the setting and click Save again.
I get Failed to delete policy
3Dsellers shows Failed to delete policy when the delete does not go through, followed by any detail it received. If the detail says listings still use the policy, change the policy on those listings, for example with Set Policies, then delete the policy again.
Set Policies changed a policy I wanted to keep
Select the affected listings, run Set Policies again and choose the policy you want for them. Set Policies applies your choice to every selected listing, so select only listings that should share a policy. Next time, tick Don't change next to every policy you want to keep before you click Update.

Does Set Policies change all three policies on my eBay listings?
Yes - Set Policies can change all three policies on your eBay listings. The Change policies dialog in 3Dsellers opens with all three lists already filled in. A policy whose Don't change box is unticked can be replaced by the policy shown in its list, so tick Don't change next to each policy you want to keep before you click Update.
Can I copy eBay Business Policies to another eBay account in 3Dsellers?
Yes - 3Dsellers can copy eBay Business Policies to another eBay account. Tick the policies, open Bulk Actions, click Copy Polices, choose accounts in Select seller and click Save.
Can I use the 3Dsellers Business Policies page for channels other than eBay?
No - the Business Policies page in 3Dsellers is for eBay only.
Where do I find the ID of an eBay Business Policy for a CSV file?
The ID column on the Business Policies page in 3Dsellers shows the ID of each policy. Enter it in the CSV columns PolicyPayment, PolicyShipping and PolicyReturn.
Why do I see eBay Business Policies named Copy of... or with random characters?
