Inventory Control will only restock your Up to Quantity (eBay Quantity) when the item sells. So, if you want to make a listing unavailable to buyers (without adjusting your real inventory), you can set the Up to Quantity to zero and can keep your Warehouse Inventory saved and Inventory Control enabled.
